Poverty Reduction

China’s rapid economic development in the past two decades has generated the most rapid decline in absolute poverty ever witnessed.

Both national and international indicators show that China has already achieved the goal of halving the number of people in extreme poverty by 2015 set by the UN as one of eight Millennium Development Goals.

Remaining poverty is however becoming increasingly difficult to address, as the rural poor are now concentrated in remote regions with difficult natural conditions.

Meanwhile new challenges emerge as a result of overall restructuring, in the form of urban poverty, flows of migrants and the feminisation of agriculture.

In addition to these challenges, China needs to take a complex and comprehensive set of steps to balance development by strengthening systems for public services delivery and minimum living standards as well as to revitalise rural areas without worsening environmental degradation.

UNDP supports China to confront the full spectrum of these issues by developing the overall policy framework, testing innovative solutions and building the capacity to implement them.

By drawing on experience and networks from across the globe, UNDP provides access to the latest knowledge of theory and practice to ensure that overall efforts to deepen reform and modernise China reinforce the integral role of poverty reduction and human development.

Local poverty reduction initiatives

UNDP China combines its support to policy development at the national level with localised initiatives. By piloting activities on the ground, UNDP can test out new solutions in local realities, feed practical experiences back into overarching policy making and bring technical assistance closer to the ground.

Pro-poor policy reform and capacity building

China’s rapid transformation creates great opportunities for progress, but also a complex set of challenges for translating growth into equitable human development. UNDP China supports the Chinese government in creating both the detailed policies and the capacity to manage these challenges and realize the domestic vision of development.

China Human Development Report 2007/2008
The 2007/08 China National Human Development Report, "Basic Public Services for 1.3 Billion People", builds on the 2005 report by digging deeper into underlying causes of domestic development gaps. It focuses on the delivery of four essential basic public services—primary and junior secondary education, basic health care, social insurance and employment services—and analyses the important national goal of “equalization” of access to these, closely linked to the equity goal that was presented in the 2005 report.

Global Human Development Report 2006
The Human Development Report continues to frame debates on some of the most pressing challenges facing humanity. It is an independent report commissioned by the United Nations Development Programme (UNDP). Kevin Watkins is the Lead Author of the 2006 report, which includes special contributions from U.K. Chancellor Gordon Brown, Nigeria’s Finance Minister Ngozi Okonjo-Iweala, President Lula of Brazil, Former U.S. President Carter, and UN Secretary-General Kofi Annan. The Report is translated into more than a dozen languages and launched in more than 100 countries annually.
