Biodiversity and ecosystem services

China is a key member of the UN Convention on Biological Diversity (UNCBD) which aims to improve the conservation and sustainable use of biodiversity resources and reverse trends of extinction. China is one of only ten mega-diversity countries in the world, thus a major emphasis of UNDP support in on ways to implement the UNCBD through strategic partnerships and actions at national and local levels. Through the support of the Global Environment Facility and key bilateral, NGO and private sector partners, UNDP has been providing assistance in China since the mid-1990s in the area of biodiversity conservation, piloting innovative models for the increased integration of biodiversity into economic development plans and programmes. Today the results of these activities are being upscaled through national efforts to ensure that biodiversity is more fully mainstreamed into China’s development programmes.

UNDP partners with UNEP, the World Bank, the State Environmental Protection Administration, the State Forestry Administration, the Ministry of Agriculture, the State Ocean Administration, TNC, WWF, IUCN and various other partners to improve biodiversity governance through establishment of a new, unprecedented China Biodiversity Partnership Framework (CBPF), a flagship UN programme to support joint analysis, programming and monitoring of results among government agencies, donors and NGOs active on biodiversity conservation in China. Particular attention will be placed on mainstreaming biodiversity issues into local development and investment decision-making, and improving compliance and enforcement measures to reduce trends of degradation.

UNDP will also work with local government, universities and NGOs to support on-the-ground capacity building projects that emphasize ecosystem-based approaches and ways to integrate biodiversity into productive landscapes for poverty reduction in Western China, from mountain ecosystems in Tibet and Yunnan provinces to dryland ecosystems in Xinjiang and Inner Mongolia provinces. Priority ecosystems will also include wetlands, coastal and marine ecosystems, and agro-ecosystems. Emphasis will be placed on innovative strategies including use of eco-compensation approaches and use of citizen participation in decision-making.
