Gender Initiatives

UNDP China is committed to make gender equality a reality. UNDP supported interventions in China rest firmly on the belief that gender equality should underpin every aspect of human development, and women and men should participate equally in setting priorities for, and involvement in, development work, as well as benefit from the opportunities it opens.

UNDP China makes every effort to ensure that gender concerns are addressed across all of its programmatic interventions. Gender equality and the empowerment of women have been made one of the key criteria for appraisal of new programmes, and development of gender specific activities that address the needs of poor women, particularly in rural area, is encouraged.

UNDP China also cooperates closely with the government ministries, think tanks and UN agencies to identify the most effective ways to advocate for gender equality and promote gender-sensitive policies through its projects.

As an active member of the UN Theme Group on Gender, UNDP Country Office is committed to strengthen coordination and join efforts to address gender challenges in China.


Good practices

In 2005, UNDP China supported an innovative project aiming to improve standards of education in rural areas of Sichuan, Yunnan and Gansu by helping 20,000 ethnic minority teachers, mostly women, to enhance their capacities on teaching methodologies, through the use of information and communication technologies.

Advocacy

UNDP China have organized high profile joint events with government agencies, NGOs and international partners, to share experience and accelerate policy dialogue on gender mainstreaming and the empowerment of women.

Capacity building

To promote gender mainstreaming, UNDP China developed a comprehensive gender strategy to ensure that gender is mainstreamed more effectively and efficiently into all work the organization does, and more profound impact of its development interventions achieved. Building capacities of UNDP staff to address gender challenges is one of the important components of the overall gender strategy.

Policy dialogue

Availability of data disaggregated by sex and development of gender specific indicators are imperative for reflecting actual situation of women and men, and identifying the issues. Gender specific indicators, such as sex ratio at birth, women’s participation in decision-making at all levels, women’s access to decent employment and economic independence, with references to Millennium Development Goals (MDGs), are included into the draft of the national indicator system for a Xiaokang, or the all-round harmonious society. UNDP will continue to advocate the use of gender statistics through local level pilots foreseen under this flagship project.

A Gender Review of National MDG Reports 2005
This report documents the findings of a gender review of national MDG reports and covers all the national reports from developing countries published up to December 2004. This includes 78 reports in English, French and Spanish – 22 reports from Africa, seven from the Arab region, 10 from the Asia-Pacific region, 17 from Central Europe and the CIS, and nine from Latin America. There has been no attempt at sampling - all the reports available upto December 2004 were scanned.
Challenges for Women in the Agricultural and Industrial Sectors
Integrating a gender perspective into the formulation, the implementation and monitoring process of China's future reforms is indispensable. In January 2002, "China's Accession to WTO: Challenges for Women," the first gender-focused WTO project in China was launched. This report presents the key findings of this project in the hope that gender issues will find greater attention as the administrative system and institutions cope with the impact of globalization on China's economy and society.
