Mission
UNDP is the UN's global development network, advocating for change and connecting countries to knowledge, experience and resources to help people build a better life. We are on the ground in 166 countries, working with them on their own solutions to global and national development challenges. As they develop local capacity, they draw on the people of UNDP and our wide range of partners.
In China, UNDP fosters human development to empower women and men to build better lives. As the UN’s development network, UNDP draws on a world of experience to assist China in developing its own solutions to the country’s development challenges. Through partnerships and innovation, UNDP works to achieve the Millennium Development Goals and an equitable Xiao Kang society by reducing poverty, strengthening rule of the law, promoting environmental sustainability, and fighting HIV/AIDS.
Office
UNDP China currently employs 65 staff members. They represent all segments of Chinese society, with age ranging from 25 to 55 years old, education degrees from social sciences, law, economics, and environmental science, with both Government and private sector professional backgrounds. 54% of our staff members are females and 10 staff members are internationally recruited.
UNDP China regularly requires goods and services to be procured for its activities and projects. To promote transparent and fair competition, UNDP uses its website to advertise for consultancies, invitation to bid and request for proposals for various goods and services. Background
UNDP started its operations in China in September 1979 with the signature of the UNDP-Government of China Standard Basic Agreement Since then, UNDP has completed over 900 projects, assisting in a diverse set of fields ranging from agriculture to industry to energy to public health to poverty alleviation to economic restructuring, and many more in-between.
Beginning in 1982, UNDP has developed and implemented multi-year Country Programmes and Cooperation Frameworks with specific thematic and result focuses. Since then, UNDP has completed five such Frameworks in close collaboration with its governmental partner, the China International Centre for Economic and Technical Exchanges (CICETE), under the Ministry of Commerce.
Through this partnership and the successful implementation of hundreds of programs, thousands of Chinese citizens have been trained, the technical capacity of key Ministries and institutes has been strengthened, contributing to significant progress to promote and achieve human development in China.
Today, more than 85% of UNDP projects in China are directly executed by Chinese institutions, involving more than a dozen government ministries as well as NGOs and the private sector. In recent years, intensified results-based management and broadened strategic partnerships with key development actors have become a priority. Now, in addition to grass-roots interventions, UNDP increasingly works towards advocacy, policy advice, dialogue and facilitation, as well as brokerage for innovative solutions.
UNDP manages financial resources from various sources in support of its development efforts in China. These resources include UNDP Core funding, resources mobilized from the Chinese Government and other donors to China, resources from global trust funds such as the Global Environment Facility and the Montreal Protocol, and funds from the private sector. In the programme cycle 2001-2005, UNDP mobilized more than US$ 250 million for its programme in China. |

UN Resident Coordinator System |
| There are currently 21 UN organizations represented in China including the Bretton Woods institutions (World Bank, IFC, and IMF). They work together as part of the UN Resident Coordinator system in order to support China in its development. While each organization has programmes and projects in line with its respective mandate, the UN country team ensures through the United Nations Development Assistance Framework (UNDAF) that these programmes are mutually reinforcing and provide optimal assistance in a well coordinated manner to China.
As part of the United Nations, UNDP manages the Resident Coordinator's System in China in the field of development cooperation. UNDP also participates in United Nations Theme Groups and other UN mechanisms aimed at coordinating UN assistance to China based on the UNDAF and contributed to UN joint programmes (see below list of on-going UN joint Programmes).
